Professional water rescue training requires more than a swimming pool or basic rescue equipment. Rescuers must learn to operate in moving water, floods, hydraulic features, submerged urban environments and natural rivers where water speed, visibility and hazards can change rapidly.

Fujian Sanming — Artificial, Still-Water and Natural-River Rescue Training

The Sanming Shaxian Modern Practical Firefighting Comprehensive Training Base has an overall planned area of approximately 6,135 mu, incorporating approximately 5,000 mu of natural water resources according to local government information. Its training system covers water rescue, earthquake response, fire behavior, rope rescue and other disaster-response disciplines.

Its water-rescue system is particularly valuable because it combines three different environments:

Artificial Training Area → Still-Water/Lake Training → Natural Swiftwater Training

Fujian Fire and Rescue authorities describe this as a three-level practical water rescue system consisting of an artificial indoor field, still-water marina and natural swiftwater outdoor training environment, using natural waterways including the Shaxi River and Minhu Lake.

Yunnan Zhaotong — Level 1–5 Swiftwater Rescue Training

For organizations seeking advanced swiftwater rescue training, Zhaotong offers another highly specialized environment.

The National Fire and Rescue Administration's Zhaotong Training Base is officially designated as both a National Water Rescue Training Base and a National Indoor Fire Behavior Training Base.

Its facilities include water rescue, rope rescue, earthquake rescue, tunnel rescue, structural firefighting and physical training modules. Most importantly, the official base describes its water facility as China's first simulated rescue system capable of producing Class 1 through Class 5 swiftwater conditions

This creates opportunities for progressive training:

Additional modules under development/expansion have included urban flooding, helicopter rescue and integrated transportation rescue.

Guangdong Chaozhou — Typhoon, Urban Flooding and Large-Scale Water Rescue

The National Southeast Regional Emergency Rescue Center in Chaozhou represents another level of disaster-response training.

The center covers approximately 500 mu, with 27 training units and more than 100 training subjects. Its training areas focus on urban rescue, water rescue, geological disaster rescue and aviation rescue.

Its specialist facilities include:

  • large-scale swiftwater training channel;
  • underground flooding rescue;
  • subway flooding;
  • underground garage flooding;
  • typhoon simulation;
  • helicopter rescue;
  • urban flood rescue.

Public reports describe its swiftwater training channel as the largest in Asia in scale and diversity of flow conditions, while its underground flooding unit can recreate several underground flood environments.

This makes Guangdong particularly relevant to countries exposed to:

Typhoons, hurricanes, tropical storms, urban flooding and large-scale flood disasters.
